I believe there are tiny bots--drones that resemble ‘skee- toes’. Silent they fly to inoculate the sleeping silent snipers in their densely packed dens in Arkham.

Perhaps it could be virally transmitted by a mosquito or a fly, carrying the contamination of all that AI.
A bundle of AI every day, would make anyone senseless anyway, that is what the last Doctor said, who was carried away to Arkham. :)
